Per Scotsman's own service manual, "The control that senses bin full and empty is a photo-electric eye, therefore it must be kept clean so it can 'see'. At least twice a year, remove the ice level sensors from the base of the ice chute, and wipe the inside clean." The manual's diagnostic table also lists a blocked or scaled photo-eye in the chute as a cause of the unit overfilling or shutting down on a bin-code fault.
